Matt's eyes widen at the way she reacts to what he's said, and he blinks at her a few times. The way he sees the world, no one's a good man, or woman. Just a lot of people trying to do their best.

"It's an honest one, miss. We're all guilty of something. But my heart was somewhere else during his trial, and I let him down. That's on me." Frank did eventually shoot himself in the foot and almost wrecked Foggy's career when he got himself convicted, but that's on him. And Matthew didn't think it was the right thing to do, especially when he has his suspicions about who helped him break out of prison. But what he sees as right and wrong is very different from what Frank sees as right and wrong, and if Frank doesn't have the decency to see his own trial through after Foggy stuck his neck out for him like that, trying to get him out of his death sentence despite Matt being the one who drove them to pick up the case, Matt doesn't have the decency to talk to Frank like an adult.
